This may bind the tilt rod from turning.

Once you finish spraying turn the twist rod back and forth and pull the string to make sure everything has freed up.
Spray a very small amount while turning the rod.
If so use some needle nose pliers to pull it off the rod.
Then turn the tilter shaft until the flat portion of the rod lines up with the flat portion inside the tilter.

If blinds won t rotate because the rod is not rotating it may just need some lubrication.
Simply space the wand over the blind hook to open and close the blinds as needed.
The tape roll drum must be centered in the tape roll support cradle in order to turn freely.
If your blinds are locked open so turning the tilting rod doesn t change the blinds from open to closed position it s likely that the tilting rod has come loose on the inside of the blinds.
Push the rod back through the tilter and replace cap brace.
If turning the wand does not tilt the slats that indicates that the gear in the tilt mechanism is broken.

You may need to remove the small c clamps that keep the rod from slipping or moving out of the tilt control.
Make sure that the tape roll drum is properly set in the tape roll support cradle.
Spraying with lubricant will loosen and lubricate the turning mechanism and open the blinds.
Slide the metal rod out of the tilter control.
Replace the tilter and push it down until it snaps back into place.
